                                             NOTICE INVITING TENDERS

     

      1.  The Ministry of Commerce, Govt.of India has accorded sanction for construction of a              

           drain and a culvert near M/s Tata Ceramics at CSEZ Kakkanad. KITCO Ltd.has been

           appointed as consultants for construction of a drain and a culvert near M/s Tata Ceramics

           at CSEZ  Kakkanad

 

 2.  Sealed Tenders are invited on behalf of CSEZ, Kakkanad for constructing a drain and a 

      culvert near M/s Tata Ceramics at CSEZ. The estimated cost  of work is

      Rs. 400000.00(Rupees    four lakhs only)

 

           Eligibility Criteria

 

           1. The tenderer should have executed at least two similar work of value not less 80% of        

               the PAC of the work.

           2. The annual turnover of the tenderer should be more than the PAC of the work.

 

 

  1. The Tender shall be in the prescribed form of schedule.

 

3.1    This invitation for bids is open to all bidders registered with CPWD,State PWD, MES or 

Centeral Government undertakings.

 

 

  1. The works are required to be completed within one month.  This period shall be reckoned from the date on which the Engineer-in-Charge issues written orders to commence the work or from, the date of handing over the site, whichever is later.

 

5.      Not more than one tender shall be submitted by a contractor or by a firm of contractors.     More than one concern in which an individual is interested, as Proprietor and/or Partner shall  not tender for the execution of the same work.  If they do so all such tenders shall be liable tobe rejected.

 

6.      Tender documents consisting of specifications, schedule of quantities of the various classes of work to be done, the condition of contract and other necessary documents will be open for inspection and sold on payment of Rs.500.00 (Including tax) by way of cash  from KITCO site office, CSEZ from 01-04-2006 to 06- 04-2006 during working hours between 9.30 AM and 5 PM.

 

7.      Willing tenderers must attach with their application a valid income tax clearance Certificate, particulars of financial and technical resources, registration certificate and list of similar works executed during last two years, along with satisfactory completion certificate from the client and audited balance sheet of the last five years.  Tender document will be sold only to those who are found eligible after scrutiny of application.  

 

 

8.      Tenderers are advised to inspect and examine the site and its surroundings and satisfy       themselves before submitting their tenders as too the nature of the ground, the form and nature of the site, the means of access to the site, the accommodation they may require and in general, shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or effect their tender.  A tenderer shall be deemed to have full knowledge of the site and site conditions, whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.

 

9.      Submission of a tender by a tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and local conditions and other factors bearing on the execution of the works.

 

10.  The tender shall be received by the Accepting Authority up to 15.00 Hrs. on 07-04-06and shall be opened on the same day at 15.30 Hrs. in the presence of tenderers who may be present.

 

11.  The tender shall be accompanied by earnest money of Rs. 10000.00 (Rupees Ten thousand only) in the form of Demand Draft on any Nationalized Bank drawn in favor of KITCO Ltd. Cochin payable at Ernakulam.

 

12.  Tender shall be submitted in sealed covers, Superscribing the name of work, address of Accepting Authority and the address of the tenderer.  All tender papers should be signed.

 

13.  Notification of award of contract will be made in writing to the successful Bidder by the Accepting Authority.  The contract will normally be awarded to qualified and responsive Bidder offering the lowest evaluated bid in conformity with the requirements of the specifications and contract documents and Accepting Authority shall be sole judge in this regard.  The Accepting Authority does not bind himself to accept the lowest or any tender or to give any reason for his decision.

 

14.  A responsive bidder is one who submits priced tender and accepts all terms and conditions of the specifications and tender documents without any modifications.

 

15.  A modification is one, which affects, in any way, the quality, quantity and period of completion of the work or which limits in any way the responsibilities or liabilities of the Bidder or any right of KITCO/CSEZ as required in the specifications and tender documents.  Any modification in the terms and conditions of the tender, which is not acceptable to KITCO, shall be treated as a major modification.

 

16.  A tenderer shall submit a responsive bid, failing which his tender will be liable to be rejected.

 

17.  The Accepting Authority reserves to himself the right of accepting the whole or any part of the tender and tenderer shall be bound to perform the same at his quoted rate.

 

18.  On acceptance of tender, earnest money will be treated as a part of the Security deposit.

 

19.  Canvassing in connection with tenders is strictly prohibited and tenders submitted by the tenderers who resort to canvassing will be liable to rejection.

 

20.  Upon acceptance of the tender, the successful tender shall, within fifteen days of receipt of intimation of acceptance of the tender, deposit with KITCO an initial security deposit of 2.5% of contract sum minus E.M.D. in the form of cash or guarantee bonds of Nationalized banks and shall permit KITCO at the time of making any payment to him for the work done under the contract to deduct as additional security deposit such sums as will, along with the amount of initial security deposit already deposited, amount to 10% of the gross amount of the bill. 

 

21.  On acceptance of the tender, the name of the accredited representative(s) of the contractor who would be responsible for taking instructions from the Engineer-in-Charge shall be communicated to the Engineer-in-Charge.

 

22.  VAT or any other taxes or statutory levies applicable to this contract shall be payable by the contractor and KITCO will not entertain any claim, whatsoever in this respect.

 

23.  This notice of tender shall form part of the contract document.

 

24.  KITCO will return the EMD without any interest, where applicable to every unsuccessful tender.    

 

25. KITCO’s general conditions of contract including contractor’s labor regulation, model rules for labor welfare, safety code, form of different deed appended to these conditions, special conditions of contract, guarantee clause, basic data and details of civil works for CSEZ projects will be applicable for this tender also.  The above details will be available for reference at the office of KITCO during office hours.
