Subject: Filling up the posts of Assistant Development Commissioner, Section Officer, Accounts and Stenographer Grade III in the Special Economic Zone under the jurisdiction of the Office of the Development Commissioner, Cochin Special Economic Zone, Kakkanad on deputation basis – Reg.

It is proposed to prepare a panel of officers to fill up the following posts in the Special Economic Zone at Annexure III under the jurisdiction of the Office of the Development Commissioner, Cochin Special Economic Zone, Kakkanad, Cochin.  The experience and qualifications required for the posts are indicated in Annexure-I.

   Documents required to be submitted along with the application:-

 

i.  Complete and up-to-date confidential reports for the last five years, in original or attested Photostat copy thereof by an officer not below the rank of Under Secretary to the Government of India.

ii.  Integrity Certificate.

iii. Vigilance clearance.

iv. Details of minor or major penalties imposed during the last 10 years.

(If no penalties have been imposed, it should be stated).

3.Applications received after the last date or without the confidential reports and other relevant documents or otherwise found incomplete will not be considered. 

 

4.The appointment will be on deputation basis.  The period deputation shall ordinarily not exceed 3 years.  The selected officer will have the option to draw his/her grade pay plus deputation (duty) allowance, in accordance with Ministry of Finance O.M. No.10/24/E.III/60 dated 4th May 1961 as amended from time to time.

EXPERIENCE AND QUALIFICATIONS FOR THE POSTS

 

1.    ASSISTANT DEVELOPMENT COMMISSIONER

Eligibility                                            :

 

 

Officers under the Central Government:

 

a)

(i) holding analogous posts on regular basis in the parent cadre or department;  or

 

 

(ii) with three years’ service in the grade rendered after appointment thereto on a regular basis in the Scale of pay of Rs.5500-9000 or equivalent in the parent cadre/department; or

 

 

(iii) with six years’ regular service in the grade rendered after appointment thereto on regular basis in the Scale of Pay of Rs.5000-8000 or equivalent in the parent cadre or department; and

 

b)

possessing two years experience in the field of Industrial Development or foreign trade

 

 

The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.  Similarly, deputationists  shall not be eligible for consideration for appointment by promotion.

 

 

(Period of deputation/contract including period of deputation/contract in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of Central Government shall ordinarily not exceed three years.  The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

 

 

 

2.    SECTION OFFICER (ACCOUNTS)

(ii) with 3 years’ service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs.5000-8000 or equivalent in the parent cadre or department; and

 

b)

possessing any one of the following qualification:

 

 

(i) A pass in the subordinate accounts service or equivalent examination conducted by any one of the organized Accounts Department of the Central Government.(ii) Successful completion of training in the Cash and Accounts work conducted by the Institute of Secretariat Training and Management or equivalent; and

 

c)

possessing 3 years experience in Cash, accounts and budget work. ( Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department of the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall be not exceeding 56 years as on the closing date of the receipt of applications).

 


 

3.  STENOGRAPHER GRADE III

Officers under the Central Government:

 

a)

(i) holding analogous posts on regular basis ;  or

 

 

(ii)  Lower Division Clerk in the pay scale of Rs 3050-75-3950-80-4590 with eight years’ regular service in the grade; and

 

b)

possessing a speed of 80 words per minute in English Shorthand, 30 words per minute in English Typewriting; and

 

c)

Knowledge in word processing

(Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of Central Government shall ordinarily not exceed three years.  The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
